Government subsidies for HOAs (SVVE in the Netherlands)
For many Homeowners’ Associations, the Subsidy Scheme for Sustainability for Homeowners’ Associations (SVVE) plays a central role in sustainability plans. The scheme provides financial support for both the preparatory phase—such as research and advice—and the actual implementation of energy-saving measures within the complex.
The SVVE consists of several components for which subsidies can be applied for separately, including sustainability research and advice, insulation and energy-saving measures, and facilities for charging infrastructure. In practice, this requires careful coordination between technical possibilities, eligible subsidy components, and decision-making within the HOA.

Changes to the SVVE from 2026
As of January 1, 2026, the SVVE scheme has been amended and expanded. These changes have a direct impact on the options available to HOAs. For example, the scheme remains open for applications until 2030, and expansions have been introduced in the areas of process support, construction supervision, and additional energy-saving measures. In addition, the conditions for certain insulation measures have been relaxed, and the maximum subsidy amount per HOA has been removed.
